Prior to joining the firm, Atty. Felongco was an associate – and later senior associate – of Largo Law Office, where he gained extensive experience in litigation practice. 

Atty. Felongco obtained his Bachelor of Arts major in Philosophy and English from the San Carlos Seminary College, where he graduated valedictorian and magna cum laude. He took up law in the University of San Carlos, ranking 4th in the batch and obtaining the 2nd Best Thesis distinction.

At present, Atty. Felongco is the Senior Manager for Registration and Documentation in Cebu Landmasters, Inc. and a Professor of Law in the University of San Carlos, teaching Constitutional Law, Environmental Law, Labor and Social Legislation, Agrarian Reform, and Philosophy of Law. 

Atty. Noel is focused on real estate transactions, land acquisition, special projects on natural resources and energy, contracts and documentation, and title transfers. 

Atty. Felongco is a member of the Cebu City Chapter of the Integrated Bar of the Philippines.
